Chelsea’s summer spending can continue despite the club being fined £10 million and handed a suspended two-window registration ban by the FA.
The punishment relates to 74 historical breaches involving agents, intermediaries and third-party investment during Roman Abramovich’s ownership.
Chelsea’s current owners uncovered and reported the issues after completing their takeover in 2022.
An independent commission initially imposed a suspended six-point deduction, but an appeal board replaced that penalty with a registration ban covering two transfer windows.
The ban remains suspended until June 30, 2027, meaning Chelsea can still sign players unless another relevant breach activates it, and that will be important as Xabi Alonso continues rebuilding his squad.
Chelsea have already spent heavily this summer, with Maxence Lacroix most recently completing a reported £52 million move from Crystal Palace on Thursday.
Lacroix brings pace, aerial strength and experience of playing in a back three, making him an obvious fit for Alonso’s system.
Levi Colwill has also returned after missing most of last season with an anterior cruciate ligament injury.
However, Chelsea’s defensive group is currently far too large.
Trevoh Chalobah, Axel Disasi and Benoit Badiashile could all leave, while Mamadou Sarr has been linked with a loan move. That makes another centre-back signing appear surprising before departures.
Giorgio Scalvini, though, represents the kind of long-term opportunity Chelsea have repeatedly targeted under BlueCo.
The 22-year-old, who has been called an ‘outstanding‘ young defender, quickly developed into one of Italy’s most promising centre-backs under Gian Piero Gasperini after he joined Atalanta’s academy in 2015.
Standing at 6 ft 4, Scalvini offers obvious height and physical presence, but his technical quality is equally important.
He is comfortable carrying possession into midfield, playing through pressure and defending aggressively away from his penalty area.
Those qualities could suit Alonso, whose defenders must contribute to Chelsea’s build-up play.
Scalvini recovered some momentum last season, recording 24 Serie A appearances, 1,935 minutes, three goals and one assist. However, any interested club would need to investigate his medical history carefully.
He ruptured the anterior cruciate ligament in his left knee in June 2024, forcing him to miss Euro 2024, and Scalvini then suffered a serious shoulder injury shortly after returning, while muscular, ankle and adductor problems have hindered his playing time even more.
Chelsea hold talks with super agent Ali Barat over signing Giorgio Scalvini
Italian journalist Luca Cerchione now reports that Scalvini’s new agent, Ali Barat, has been particularly active in trying to find him a suitor this summer.
According to Cerchione, Barat has received contact from Chelsea regarding the Atalanta defender.
The Italian club are reportedly demanding £34 million, a lower figure than the £52m valuation attached to Scalvini when Chelsea were linked with him last summer.
An enquiry does not mean Chelsea have submitted an offer or started formal negotiations.
The club must also reduce Alonso’s bloated defensive group before another arrival would make practical sense.
Nevertheless, Scalvini’s age, Serie A experience and ability in possession explain Chelsea’s continued admiration.
With the FA ban currently suspended, Chelsea remain free to act if sales create space and their medical staff are satisfied that Scalvini can stay fit.
